The ultimate goal of this project is to develop an Open Multilingual and Multimedia Digital Library Framework through basic research. We plan to adopt existing non-proprietary standards and protocols, and develop new ones which would facilitate a truly interoperable and multilingual digital library platform. We also use open source systems and tools where available; and opt for developing new tools whenever necessary. With such a framework, end-users will enjoy a uniform interface (Look & Feel) to search and navigate through an automatically generated Union Catalog of digital resources of heterogeneous contents (in terms of language and media) and architecture (in terms of organization of information).
The proposed framework along with software tools and documentations will be made open to general public for further development and enhancement.
We plan to test and deploy the proposed open Digital Library for two real-life scenarios: one in Global Digital Library of Thesis and Dissertations (for multilingual interoperability), and the other in OTOP Knowledge Library (distributed and collaborative creation of Digital Libraries through Online Collaborations).
1. Global Digital Library of Theses and Dissertation (GDLTD):
We will adapt an Open Source Distributed Digital Library System to archive thesis and dissertations across major Thai Universities. Intelligent Agents will harvest through these distributed collections of theses and dissertations and automatically create a Union Catalog. This Union Catalog will then be integrated and federated with those of other countries to create a Global Digital Library of Theses and Dissertations. Such a one-stop DL service will facilitate advanced search and retrieval functionalities - such as, cross-language information retrieval as explained in Section 1 above.
2. One Tambon One Product Knowledge Library (OTOP-KL):
The One Tambon One Product (OTOP) initiative has opened up new opportunities in Thai economy. Over the last few years, under the auspices of the Thai government and under active supports from international organizations such as, Japan External Trade Organization (JETRO) and European Economic Commission (EEC), OTOP products have been patronized and exported worldwide. The export earnings from OTOP products have been increasing rapidly, and benefiting the OTOP community directly right at the Tambon-level. Although substantial supports are provided to the OTOP community in terms of advertising and marketing (such as, the Million Baht Big Ideas-Big Awards project), almost no initiative is under way to offer sustainable support to the OTOP community in terms of access to advanced technologies, and manufacturing processes, etc. It is understood that establishing and managing full-fledged Brick-and-Mortar Libraries at the Tambon-level is not economically feasible. However, Digital Libraries (both online and offline CD-ROM-based ones) are cheaper alternatives to bring technologies and knowledge to Thai Tambons.
We would like to turn digital-divide into digital-opportunity by developing a distributed open digital library systems for the OTOP community by gathering and organizing copyright-free publications including multimedia (such as, those published by UN Organizations and NGOs) and publicly available information on the WWW. We would also facilitate online collaborative translation, customization and annotation of those materials into Thai language and context with the help of volunteers using an easy-to-use system. The OTOP Knowledge Library will be designed and organized in such a way that we will be able to create sub-collections conveniently for CD-ROM based publications - for example, a sub-collection for a particular product or all products of a Tambon can be generated automatically with a few clicks of mouse.
