วัตถุประสงค์
:
1.Analyzing Thailand and Vietnam's policy and legal framework for decentralization process
2.Mapping the dynamic and complex situation of the implementation such decentralization policies and law on the realities of the two countries.
3.Considering the impacts of decentralization of governance in general and in some aspects of public services delivery in particular such as poverty reduction, education, healthcare and environments.
4.Policy implication for each country in term of decentralization policies and law, the implementation process, the improvement of local capacity in public services delivery etc.
5.Policy recommendation should be offered at regional level in order to meet the ideal aspect of decentralise political harmonization in the sub region.
