1) To compare the implementation cost and the drawbacks of the current crop insurance scheme, which is the conventional indemnity-based insurance (e.g., implementation design problem, delayed payment, etc.) and the projected implementation cost and the potential drawbacks for the weather index-based scheme (not currently being used for rice but has been used for maize insurance). The implementation problems of the Natural Disaster Relief program (NDRP) will also be analyzed since the insurance payment is based on the declaration of disaster areas under the NDRP scheme.
2) To predict the future outlooks for both schemes under the climate change scenario, i.e., the current crop insurance and the weather index-based insurance.
3) To provide policy recommendations regarding the climate risk management schemes for Thailands rice production
